The Election Commission of India (ECI) has initiated the Special Intensive Revision (SIR) of the Electoral Roll, a crucial, comprehensive, house-to-house verification drive designed to ensure the integrity and accuracy of voter lists. We present the FAQs as published on https://www.elections.tn.gov.in/ regarding the SIR process, phases, form submission, and assistance available to all electors.

  • What is Special Intensive Revision?
    The Election Commission of India (ECI) is legally empowered to prepare and revise Electoral Rolls. To maintain the integrity of the electoral roll, the Commission orders a revision before every election or as required. Due to frequent migration, which has resulted in electors being registered in more than one place, and the non-removal of deceased voters, the Election Commission announced the Special Intensive Revision (SIR). The objective is to ensure that no eligible citizen is left out and no ineligible person is included.
  • What is the duration of the SIR process?
    The SIR activity starts from Nov.4, 2025, and will conclude with the publication of the Final Electoral Roll on Feb.7, 2026.
  • What are the phases of SIR? 
    House-to-House Enumeration: till Dec.4
    Publication of draft electoral roll: Dec.9
    Period of filing claims & objections: Dec.9 to Jan.8, 2026
    Notice Phase (Issuance, hearing & verification): decision on Enumeration Forms and disposal of claims and objections to be done concurrently by the EROs from Dec.9 to Jan.31, 2026
    Final Publication of Electoral Roll: Feb.7, 2026.
  • What are the procedures adopted for the distribution of the Enumeration Form?
  • The Booth Level Officers (BLOs) will visit each household and distribute the pre-printed Enumeration Forms in duplicate to existing electors and guide them in filling up the form.
    • Electors will file the relevant details in the Enumeration Forms, and the filled-in forms will be collected by the Booth Level Officers during a subsequent visit.
    • The Booth Level Officer will collect the forms, keep one copy of the Enumeration Form, and give an acknowledgement of receipt on the other copy of the Enumeration Form, which is to be retained by the elector.
  • The elector can also fill out the Enumeration Form online and submit it; a provision for this is provided on the ECI website: https://voters.eci.gov.in. An online search facility is available to enable electors to search their details in SIR 2002/2005. Further information on this facility is provided under FAQ No. 7.
  • Booth Level Officers will also provide Form-6 along with a declaration form for the enrollment of new electors, if required.
  • The Booth Level Officer will make at least three visits to the house of each elector.
  • What should I do if I did not receive my Enumeration Form (EF)?
    The Enumeration Form will be made available either through the Booth Level Officer, or it can be accessed from the official website https://voters.eci.gov.in. In case of your absence, the form will be handed over to any adult member of your family. An elector can also contact the Booth Level Officer either over the phone using the contact number of the BLO available at https://www.erolls.tn.gov.in/blo/, or through the “Book a Call with BLO” option available on the website https://voters.eci.gov.in.
  • What should I do if I am unable to fill out the Enumeration Form?
    During the distribution of the Enumeration Form, the Booth Level Officer will guide the elector in filling in the form. If electors are unable to fill out the Enumeration Form even after that, the BLO will assist the electors in completing the form while making subsequent visits to the elector’s house.
  • How do I check whether my name already exists in the Electoral Roll of SIR, 2002/2005?
    The details can be retrieved by voters from the official website of the Chief Electoral Officer, Tamil Nadu, at [suspicious link removed] by using the “search by name” or “search by EPIC Number” options available in the search facility of the portal. Part-wise electoral roll data in PDF is also hosted on the site, and electors who know their polling station can search their names in the PDF as well. The printed hard copy of the Electoral Roll of SIR 2002/2005 is available with the Booth Level Officer, and they will assist you in finding your name.
  • What should be done if the name of an elector is not found in the Electoral Roll of SIR 2002/2005, even though they voted in the 2024 parliament elections?
    If the name of an elector is not found in the Electoral Roll of SIR 2002/2005, it means they may not have enrolled during that time. In that case, they can try to retrieve the elector details of their parents/grandparents, and those details shall be filled in the respective column in the Enumeration Form. The elector can take the help of the Booth Level Officer, who will assist in identifying the appropriate details.
  • How do I update my address if I have moved to a new location?
    Address changes can be done after the publication of the draft electoral roll on December 9, 2025. The elector can apply in Form 8 to the Electoral Registration Officer for updating the address. These forms will be processed during the Claims and Objections period, from December 9, 2025 (Tuesday) to January 8, 2026 (Thursday). These changes will be reflected in the final roll.
  • If an elector is not available at their house during the visit of the BLO, how can they submit the Enumeration Form?
    If an elector is not available in person to fill in the details in the Enumeration Form, any adult member of the family can fill up and sign the Enumeration Form on behalf of the elector and submit it.
  • Can I make corrections in the Enumeration Form, or do I need to get a fresh Enumeration Form from the Booth Level Officer?
    There is no provision to obtain a fresh form. Corrections, if any, shall be made in the Enumeration Form, ensuring that the corrected information is written clearly and accurately before submitting the form to the Booth Level Officer.
  • Is it mandatory to provide the Aadhaar number for the submission of the Enumeration Form?
    No, providing the Aadhaar number in the Enumeration Form is optional, and electors should fill in the Aadhaar number in the form only if they desire to provide it.
  • What should I do if the photograph printed in my Enumeration Form is incorrect or outdated?
    A copy of a recent photograph shall be affixed in the Enumeration Form in the space provided for it.
  • How long does it take for Booth Level Officers to collect the filled forms after distribution?
    The Booth Level Officers will make at least three visits and will collect the filled-in forms before December 4, 2025.
  • Can a new elector who has completed 18 years apply for inclusion of their name in the electoral roll now?
    The new elector who has completed 18 years shall fill up Form 6 along with the declaration form for enrollment, obtaining the blank forms from the Booth Level Officer. These forms will be processed by the Electoral Registration Officer of the concerned Assembly Constituency during the claims and objections period starting from December 9, 2025, to January 8, 2026, and the inclusion will be reflected in the final roll.
  • Can I apply for inclusion if I will turn 18 later in the year?
    For inclusion in the electoral roll, electors who will be attaining the age of 18 years as on January 1, 2026, can also submit Form 6 along with the Declaration Form, obtained from the Booth Level Officer during the House-to-House enumeration. Their applications will be processed by the Electoral Registration Officer concerned, and if found eligible, their names will be included in the final roll.
  • Where can I find help if I face issues with the Enumeration Form filling or searching for the elector’s details?
    The Booth Level Officers (BLOs) who visit each house will guide in filling up the form and searching the elector’s details. The Booth Level Officers will be visiting each house three times. Voters can also contact the Toll-Free Voter Helpline Number – 1950 or use the “Book a Call with BLO” facility available on the website https://voters.eci.gov.in.
  • Is an online facility available for filling up the Enumeration Form?
    Yes. An online facility is provided by the Election Commission of India (ECI) on the website https://voters.eci.gov.in for the convenience of electors to fill up the Enumeration Form online.
  • What is the procedure to fill out the Online Enumeration Form?
    The Election Commission of India (ECI) has made a provision on its official website https://voters.eci.gov.in for the convenience of electors to fill up the Enumeration Form online.
    Electors can log in to the portal using their registered mobile number or EPIC number and authenticate themselves by entering the OTP received on their registered mobile number. After logging in, they can select the option available under the caption “Fill Enumeration Form.” This facility is available to all electors whose name in the electoral roll matches the name in their Aadhaar card.
    Upon successful login, the elector is required to fill in the necessary details displayed on the webpage. After submitting the correct details, the system will redirect the elector to the e-sign page. An OTP will then be sent to the registered mobile number for authentication, and upon entering the OTP, the form will be successfully uploaded. All electors who have registered their mobile numbers and whose names match in both the Electoral Roll and Aadhaar records are requested to make use of this convenient online facility.
  • How can I trace the details of my parents/grandparents in SIR-2002/2005 Online?
    The details of parents/grandparents in SIR-2002/2005 can be traced from the official website of the Chief Electoral Officer, Tamil Nadu, at [suspicious link removed] by using the “search by name” or “search by EPIC Number” options available on the portal.
  • If an elector or their entire family is out of station, then how can the form be submitted?
    If an elector or their entire family is out of station during the House-to-House Enumeration Phase, they may utilise the option of submitting the Online Enumeration Form, which can be accessed through the Election Commission of India’s official portal at https://voters.eci.gov.in. This facility enables electors to complete the process even when they are not physically present at their residence.
  • What happens if the Enumeration Forms are not returned? It is requested that the Enumeration Form be filled out and returned by the electors to the respective Booth Level Officer. For electors whose Enumeration Forms are not returned, the Booth Level Officer will identify the cause, such as Absent/Death/Shifted/Duplicate, based on an inquiry from nearby electors.
  • When does a voter need to submit documents, and what documents need to be submitted?
    During the Enumeration phase, no document is required to be provided by the elector. However, after the publication of the draft Electoral Roll, if the Electoral Registration Officer/Assistant Electoral Registration Officer doubts the eligibility of the proposed elector and issues a notice to such elector, then the concerned elector will have to provide supportive documents to prove their eligibility. The ECI has suggested the following list of necessary supportive documents, which may be provided by electors:
  • Any Identity card/Pension Payment Order issued to a regular employee/pensioner of any Central Govt./State Govt./PSU.
  • Any Identity Card/Certificate/Document issued in India by the Government/local authorities/Banks/Post Office/LIC/PSUs prior to 01.07.1987.
  • Birth Certificate issued by the competent authority.
  • Passport.
  • Matriculation/Educational certificate issued by recognised Boards/Universities.
  • Permanent Residence Certificate issued by the competent State authority.
  • Forest Right Certificate.
  • OBC/SC/ST or any caste certificate issued by the Competent Authority.
  • National Register of Citizens (wherever it exists).
  • Family Register, prepared by State/Local authorities.
  • Any land/house allotment certificate by the Government.
  • For Aadhaar, the Commission’s directions issued vide letter No. 23/2025-ERS/Vol.II dated 09.09.2025 (Annexure II) shall apply.
  • Extract of the electoral roll of Bihar SIR with reference to 01.07.2025.
  • If a voter in the family is employed abroad or working in another city/state, how can the person’s Enumeration Form be filled up?
    If a voter in the family is employed abroad or working in another city/state, the Enumeration Form of the concerned elector may be handed over to an adult member of the family. They can fill up the details of that non-available elector in the Enumeration Form, sign on behalf of the elector, and submit it to the Booth Level Officer.
